Quality and Service Recognition Program

HMSA's Quality and Service Recognition (QSR) Program recognizes participants for delivering high-quality, service-oriented and cost-effective care to members of HMSA's fee-for-service plans. The program has demonstrated improved performance in key clinical quality indicators.

Commitment to Quality

HMSA recognizes that improved quality results in the commitment of many practitioners to deliver the right care at the right time in the right setting. HMSA members, through satisfaction surveys conducted each year, have voiced their overall satisfaction with Hawaii practitioners. The QSR Program is HMSA's way of formally recognizing this performance.

Background

HMSA pilot-tested the QSR Program for physicians in 1997, and each subsequent year has refined the program based on feedback from practitioners. In 2001, HMSA initiated the QSR Program for hospitals.

The QSR Program has shown growth in participation and overall payments, awarding about $10 million in 2002 to Hawaii facilities and practitioners. Awards are based on a scoring system designed to encourage and reward improvement and high quality. The program continues to identify new measures and provide specific data to further assist participants in enhancing quality of care.
