The Postal Service Health Benefits (PSHB) Program was established as part of the Postal Service Reform Act of 2022. The PSHB Program is a separate health insurance program within the Federal Employee Health Benefits (FEHB) Program that will provide coverage to eligible Postal Service employees, annuitants, and their eligible family members starting Jan. 1, 2025.
Postal Service employees and annuitants will continue to have similar health plans available to them in the PSHB Program. In the initial year, most Postal Service employees and annuitants will be automatically enrolled in a PSHB plan that is the same or similar to their 2024 FEHB plan. If there are no similar PSHB plans available, they’ll be placed in the lowest-cost nationwide PSHB plan that’s not a high deductible plan and doesn’t charge a membership fee. Individuals can enroll in a different PSHB plan that may better meet their health care needs during Open Season if they choose.
Postal Service employees and annuitants are no longer eligible for FEHB coverage as of Jan. 1, 2025, and will need to enroll in a PSHB plan. Additionally, certain Postal Service annuitants and their Medicare-eligible family members are required to be enrolled in Medicare Part B after Jan. 1, 2025, to maintain their PSHB coverage.
HMSA Plan for Postal Service Employees – High and Standard Options (enrollment code M6)
Postal Service employees, retirees, annuitants, and eligible family members who are current HMSA Federal Plan 87 members will be automatically moved to the HMSA Plan for Postal Service Employees. HMSA will be offering the same High Option and Standard Option plans.
- Members who were enrolled in the Federal Plan 87 High Option plan will move to the HMSA Plan for Postal Service Employees High Option plan.
- Members who were enrolled in the Federal Plan 87 Standard Option plan will move to the HMSA Plan for Postal Service Employees Standard Option plan.
Postal Federal Employee Program (FEP) – Basic, Standard, and Blue Focus Option (enrollment codes 33 and 35)
- Postal Service employees and retirees will no longer participate in the FEHB Program..
- Coverage under the PSHB Program became effective January 1, 2025.
- Requires duplication (or equivalent) of current products for the first year: FEP Blue Standard, FEP Blue Basic, and FEP Blue Focus.
- Enrollment categories will remain the same: Self, Self Plus One, and Family.
- If no action is taken during Open Season, the member will be automatically transferred from their current FEHB plan to the equivalent PSHB plan.
- There will be separate FEP brochures for PSHB plans.
