Adolescent Substance Abuse Assessments - CSAC Billing

On June 29, 2006, the Hawaii State Legislature passed a law to ensure that substance abuse assessments are administered to adolescents found with illegal substances within the Hawaii state public school system. The policy is one of zero tolerance. Substances have been defined by the legislature as alcohol, drugs or tobacco. Adolescents will be subject to a substance abuse screening to be administered by the Department of Education (DOE) prior to being sent for a substance abuse assessment.

If the school principal determines through the screening that a substance abuse assessment is necessary, the adolescent will be suspended from school and a mandated follow-up assessment will be recommended. Completion of the substance abuse assessment will be one factor taken into consideration by the school in determining whether or not a child is allowed to resume attending classes.

The legislature has included Certified Substance Abuse Counselors (CSACs) as qualified for the provision of these assessments (along with qualified physicians, psychologists, licensed clinical social workers and advanced practice registered nurses).

At present, CSACs are not licensed within the state of Hawaii, and as such, are not recognized as independent participating practitioners by HMSA. To allow a facility that employs CSACs to submit professional claims for assessments to HMSA and be reimbursed for these assessments, the claim must be submitted using the facility's existing provider number as follows:

NOTE: If the UB-04 claim contains revenue code 911 and the same line does not contain the corresponding HCPCS code (H0001), the claim will deny.
