QUEST-Net, QUEST-ACE, and Basic Health Hawaii - Introduction

Original Effective Date:
04/01/1996; 07/01/2010 (BHH)
Current Effective Date:
01/01/2015

QUEST Integration-Net and QUEST Integration-ACE are reduced-benefit plans for persons who do not qualify for QUEST Integration. Basic Health Hawaii is a benefit plan for uninsured non-pregnant adults, 19 years and older, who are non-immigrants or are qualified aliens residing in the U.S. for less than 5 years.

While the benefit package is not as extensive as QUEST Integration, the billing requirements and payment levels are the same. The procedures for obtaining pre-certification of services also are the same, though because of the reduced benefits, less procedures require pre-certification.

PCP referrals are not needed as these plans are not managed care plans and members are not assigned to a PCP. QUEST Integration-Net, QUEST Integration-ACE, and Basic Health Hawaii members may obtain services from any participating QUEST Integration-Net, QUEST Integration-ACE and Basic Health Hawaii provider for covered benefits. When benefits are exhausted, members may obtain services from any provider, as the members are fully responsible for the cost of any non-covered services.
